Bug#203582: dpkg: links to /etc/alternatives not generated if alternatives exit already

I'm reinstalling after a crash.  Fortunately, I had a backedup /etc
directory.  So, /etc/alternatives is populated, but
/var/lib/dpkg/alternives is not.

Now, if I install packages, which already have /etc/alternatives entries then 
not links from /usr/bin/XXX to /etc/alternatives/XXX are created.  This
happened eg for emacs, mozilla, and rxvt.
