Bug#201848: dpkg: if not enough disk space say so

I found that with df saying
/dev/hdb11 4806048 4434104 127808 98% /var
one could install kernel-image-2.4.21-1-k7_2.4.21-1_i386.deb
but if usage was 99%, installation would fail for unknown reasons.
Therefore, please make dpkg say that the problem was disk space, as
otherwise we will never guess, as most other packages will still
install normally.
