Bug#191862: dpkg-stateoverride: new strip / behaviour still needs some work

The new "strip trailing /" ability of dpkg-stateoverride is good, but
it needs some work still:
1. cleanup the database instead of giving me the error message all the
time I run dpkg-stateoverride --list.
2. Document "do not include trailing slashes" in the manpage.
3. Post to d-d-a requesting all developers to fix their packages to
not use trailing slashes.
