Bug#140795: dpkg: dselect should have disclaimer

Somewhere when dselect starts (maybe on the helpscreen that comes up
immediately after start when an inexperianced Deb-head tries using it)
there should be a disclaimer in big, friendly letters that reads "Don't
Panic."
