If they are to have the exact same files installed, then you can't
run any dpkg command that modifies the system (because they'll be out
of sync), so what needs to be locked? Or, more to point, if you run a
dpkg in a way that requires the lock, you're screwing up the system
anyway; all that having the lock shared would do is prevent you from
from screwing up both systems at the same time.
Or am I, as usual, missing your point?
