Bug#51450: dpkg contains install-info which isn't compatible to texinfo's

Package: dpkg
Version: 1.4.1.19

The above version of dpkg seems to contain the program install-info,
but that version does not understand the option `--dir-file' (it only
understands `--infodir').

May I suggest that install-info be extended to grok `--dir-file'?
The default Emacs installation process uses that option, for example.

Btw, why does Debian use its own install-info binary and not the one
from the texinfo package? Just curious...
