Bug#49636: dpkg: Japanese message catalog should be in /usr/share/local/ja/LC_MESSAGES

Hmm, it may be OK to have both via a (sym|hard)link and it
will be better to have it under
/usr/share/locale/ja_JP.eucJP in the future, but it has no
major advantage over /usr/share/locale/ja yet, as all other
packages in Debian now install message catalogs under ja.
And the name of ja_JP.eucJP is not finally determined yet.
Even if it could change, message catalogs under
/usr/share/locale/ja would still be usable, but ones under
ja_JP.eucJP would not.
So /usr/share/locale/ja should be safer, for now.
