Bug#49636: dpkg: Japanese message catalog should be in /usr/share/local/ja/LC_MESSAGES

The name of Japanese locale is in flux now. It is likely to be
changed to ja_JP.eucJP in the near future.
The current message catalog for dpkg is installed in
/usr/share/locale/ja_JP.ujis/LC_MESSAGES but it will be unaccessible
if ja_JP.eucJP is used. So it should be moved into
/usr/share/locale/ja/LC_MESSAGES so that it can be used with both
ja_JP.ujis and ja_JP.eucJP.
