Bug#48606: dpkg: Section line in available/status is inconsistent with package

I have installed gpg-idea_2.1.1_i386.deb and gpg-rsa_2.1.1_i386.deb.
The presence of these packages should have been detected by my patched
(Bug#38439) version of vrms - they were not.
Investigating, I find that both /var/lib/dpkg/status and
/var/lib/dpkg/available use "Section: utils" for both packages.
The control files in the packages have "Section: non-us/non-free",
why do dpkg's files not reflect this?
