Bug#46753: dpkg: i get an ARRAY error when trying to upgrade packages.

the following is the error i get when i try to upgrade my packages using
apt-get upgrade.  it doesn't seem to be associated with any specific
package.

Can't use string ("ARRAY(0x822e724)") as an ARRAY ref while "strict refs" in use at /usr/lib/perl5/Debian/DebConf/Element/Dialog/Select.pm line 46, <GEN0> chunk 5.
E: Sub-process dpkg-preconfig --apt returned an error code (29)
E: Failure running script dpkg-preconfig --apt

I cannot upgrade any packages on my system because of this bug.
