Bug#45572: Bogus message from dpkg?

Package: dpkg
Version: 1.4.1.9
Severity: normal

I marked linbot for removal (not purging), as I wanted to keep the
configuration files for later reinstall. I got this, which I think is
at best strange, at worst worrying:

Removing linbot ...
Update-menus[14305]: further output (if any) will appear in /tmp/update-menus.14305
dpkg - warning: while removing linbot, directory `/etc/linbot' not empty so not removed.

Why was dpkg trying to remove /etc/linbot? It shouldn't have even tried.
