Bug#40810: dpkg: empty directories are not removed

Dpkg always gives warnings like:

dpkg - warning: while removing gmc, directory `/etc/mc' not empty so not
removed

also if the /etc/mc directory is empty and should be removed. This
happends with almost every package you try to purge and has a
/etc/configdir
