I thank my lucky stars I'm not on that committee.  Focussing on the
phrasing...

   The Debian project is still deciding on the best way of achieving this
   and in particular the best way of migrating systems.

Somehow this seems bland and longwinded despite being shorter than the
previous version.  Or to be more alarmist about it:

   Finding an approach to this transition that avoids the various subtle
   pitfalls involved is still a work in progress.

My next step would be to find a compromise version, but so far I'm not
making much progress on that either.
