Anyway, `Condition ... in html page in packaged
/usr/share/doc/debian-refcard does not look risht. (Why have TeX
newline ` in HTML.)
I think Condition ... is redundant and it can be dropped. It is better to have next
paragtraph in xml source merged into this so we get GPL-3 link.

http://www.debian.org/doc/manuals/refcard can be improved by copying
index.html from packaged index.html and other files.
Wait... I see by having such page, there is some guide. So this needs
to be fixed on that side.
