Around the wheezy freeze, or earlier? IMVHO latest at the moment of freeze, although major changes are already known quite a while before that. I think it is even possible to start "writing" the release notes even now, filing bugs (with patches preferably) as major changes occur. An ad literam interpretation of "patches welcome" ;) Of course, this might lead to some changes being superseded by later changes, but maybe it's worth the risk?
