Bug#607970: release-notes: maybe discourage a bit from deactivating the auto-install of recommends

Hi there,

the wording of "squeeze now installs recommends by default" is pretty neutral:

| For squeeze APT automatically installs recommended packages by default[2]. This
| can be changed by adding the following line in /etc/apt/apt.conf:

| APT::Install-Recommends "false";

Maybe the paragraph should also state that doing so is supported, but that the
description of recommends is that those packages should be installed together
in usual setups.  Maybe this would do?

| Please note: The Debian Policy suggests that packages are to be found together
| with the recommended ones in all but unusual installations.
