I think apt-ftparchive is right tool but this documentation is to blame.
The apt-ftparchive command is used in our archive as I understand.
All other tools are for convienience tools for regular users and YMMV.
I have updated usage guide for apt-fetarchive in Debian reference:

At least apt-fetarchive is available on developer machine such as
people.debian.org:
