Bug#294857: please mention upgrade-install in "Release Notes" chapter "Reporting Bugs"

I doubt we should put that information into the release notes - if so,
this information belongs in my opinion on the pages for bugs,
http://www.debian.org/Bugs. Other opinions on that?
