Hi.

I think for users using 'stable' only this will make no difference at all,
since they hardly ever have to download a Packages file apart from
the security one.

If such a note is added to the release notes it should probably include
that this is only important for people using testing/unstable in which
case the question is why the release notes for stable should be the
right place to document it :)
