 Please make CVS commit to the content separate from typos.
 Please mark typo correction as so in CVS log so translator have easier
 time looking at the log in

Yes, you are technically correct on FTBFS.

I kind of oversimplified situation because FTBFS situation caused by the
build dependancy issues are always RC.  I think if it does not become
too complicated, making this more precise will be nice.  Otherwise,
pointer to detailed explanation may be more appropriate for new
maintainer.

One of the driver for me to take initiative for updating to this shape
was that all NM should learn how to test package using pbuilder in early
stage of Debian experience.

I think official "Best Practice" and "Basic technical INfo" should stay
in the developer-reference and "Debian policy".  maint-guide should be
tutorial with ample amounts of examples as current documentation.

In this respect, addition of followings are candidates if someone write
a short nice docs:

 * packaging examples of using cdbs
 * packaging examples of different autoconf/automake situations
