problem with slovenian translation of release-notes

Matjaz Horvat translated release-notes into slovenian language (sl_SI).
I'm trying to convert them to pdf/html/txt so we can do some more
checking before adding it to debian.

The problem I am currently facing is:

debiandoc2html -c -l sl release-notes.sl.sgml
nsgmls:release-notes.sl.sgml:23:30:E: non SGML character number 141
nsgmls:release-notes.sl.sgml:24:41:E: non SGML character number 140
nsgmls:release-notes.sl.sgml:24:59:E: non SGML character number 141

and so on..

it looks like it doesn't like slovenian characters c^ and C^. Encoding
(utf-8) looks fine otherwise and editors also show correct characters in
place.
