Please. Note that until this is done, a number of pacakges cannot be
worked on, notably, developers-reference.

We can handle this later if it makes debian-admin queasy.
OTOH, I think it should be non-problematic because the only people
able to make changes to the makefiles are d-d's (pserver is disabled).
