I think you are right.

I think to make GFDL meaningful, you have to define what is "Invariant
sections".  If you declare there is no section called as such, GFDL is
practically same as GPL (I have not read it for a year, so I may be
wrong.)

I think GPL is better over GFDL since we have no need to please
publishers who will get license to publish these documents kind of
exclusively.  I thought those cover page gives those protection to the
publisher.

Anyway, all previous policy documents are written in GPL as I vaguely
remember, this makes easy to cut and copy them between different
documents or merge them into a huge book.

I think that this type of policy in combination with recently made
conversion script tools[*1], it will be quite easy for us to move toward
docbook-xml.  I am anxious to see it.

Please make this policy document itself as a good example of xml package
so we can follow the path :)
