Technically, web page (http://www.debian.org/doc/cvs) indicates:

   To obtain update privileges, send a request to the Documentation
   Coordinator, stating the username you want to use on the pserver and
   supplying an encrypted password. You can generate one with mkpasswd, a
   utility from the whois package.

And documentation cordinator is .... "mailto:aph@debian.org";.
