RFC: Changing of /doc/manuals/ implementation



I'm proposing a new hierarchy for the /doc/manuals/ tree.

There is currently some inconsistency, especially with the
quick-reference guide (osamu: i understand you are working on this, cool
=).

My suggestion for the hierarchy is as follows:

/doc/manuals/<lang>/<manual-name>/<format>/

And within /<lang>/ there is an index.html with a list of available
manuals, a description and links to each of the formats available.

And within /<lang>/<manual-name>/ there is an index.html with details of
the manual and links to the specified formats. I doubt however if this
page will be used as much as the one above.

And the /doc/user-manuals file will represent a list of the manuals with
a description and a link to language and format in a matrix format.
Similar to the one employed by the release notes for language and
architecture and format.

If no one objects then i will begin work on modifying the makefiles to
create the new hierachy as well as the current hierarchy.

Let me know if you have any feedback or suggestions on this.
