I think they should drop document into as:

     /usr/share/doc/Debian/$(MANUAL)/index.zh-{tw,hk,cn}.html
          Must be at one location to be used by apache auto language
          select.
     /usr/share/doc/Debian/zh_{TW,HK,CN}/$(MANUAL).txt
     /usr/share/doc/Debian/zh_{TW,HK,CN}/$(MANUAL).info*  
          (I want to do wiythout info if it is not a problem.)
     /usr/share/doc/Debian/zh_{TW,HK,CN}/$(MANUAL).ps
     /usr/share/doc/Debian/zh_{TW,HK,CN}/$(MANUAL).pdf
     /usr/share/doc/Debian/$(MANUAL).tar.gz    (Just source file,
     unified source at DDP so all languages are in one source.  Goes
     nice with po-debiandoc transition too.)

This is what I am doing after hearing everyone in this discussion.  (I
only have en, fr, and it, so easier.

So let DDP publish daily from CVS.

DDP server needs patch installed to handle ps and PDF.
