Well, this works:

CVSROOT=:pserver:toff@cvs.debian.org:/cvs/debian-boot
export CVSROOT
cvs login
Logging in to :pserver:toff@cvs.debian.org:2401/cvs/debian-boot
CVS password: (entered)

but this doesn't:

CVSROOT=:pserver:toff@cvs.debian.org:/cvs/debian-doc
export CVSROOT
cvs login
Logging in to :pserver:toff@cvs.debian.org:2401/cvs/debian-doc
CVS password: (entered)
Fatal error, aborting.
toff: no such user

The only difference is s/boot/doc/.

If you are talking about copying files on the server, I can't do that, 
I'm not a dd.
