New makefiles in branch "makepdf"
Hi, please do not panic seeing my commit. I did not commit to the MAIN.

In stead of creating not-so-completed file to DDP CVS MAIN, I created
branch called "makepdf". I also applied this to "Securing Debian
Manual". Please see what I did and if you like, let's fix all key
documents in similar fashion in branch. After confirming everything work,
then commit it to the MAIN.
