Aside from the fact dhelp is hideous, you shouldn't mix a frontend such as
dhelp with doc-base, which is the backend. Putting doc-base into policy
would be saying that packages should include doc-base files. That doesn't
have anything to do with these bookmarks et al.

I'm no fan of the dhelp interface either, but at least it provides directories in /usr/share/doc/HTML/ which other browsers can point to, right? Or is that provided by doc-base? When dhelp is uninstalled or broken, all of that seems to be missing.

Or is it all put somewhere else by doc-base?
