SGML-Tools (formerly LinuxDoc) can generate Texinfo output.  But this
would mean moving the Tutorial to another DTD which itself is moving
to DocBook at the end of this year.  Personally I think it's then
better to wait until SGML-Tools has successfully made the move to
DocBook.

Yes.  Next week I'll start working on the LaTex output generator (I'll
also look at PDF via LaTeX :-).  Since LaTeX and Texinfo are similar,
I can at the same time work on a Texinfo generator. 

Besides making RMS happy this would also mean we can support quite a
spectrum of output formats.
