You can find it in the copyright file (/usr/doc/*/copyright) for
shellutils and fileutils for example. It's short so I'll just paste it:

Manual (sh-utils.info) Copyright (C) 1994, 95, 96 Free Software
Foundation,
Inc.

Permission is granted to make and distribute verbatim copies of
this manual provided the copyright notice and this permission notice
are preserved on all copies.
