Oh, sorry, I misunderstood your initial question.
Well, the only reason for having only one DOCID per registry file is that
it makes things easier for doc-base: How would you handle a situation
where a package, v1, included 2 documents registered via a single registry
file, and the next version, v2, only includes 1 of these documents,
registered in the same file? If this could be handled by doc-base some
way, you could have several DOCIDs per file--but I'm not sure it's worth
the efforts. (What's the problem for having one DOCID per file?)
