While Mr. Walsh's credentials as a developer speak for themselves, I think you're a bit hasty in jumping to the conclusion that the NM process is broken. The NM process is designed to test a very *specific* set of technical abilities, related to package management; it's not obvious to me that Norm's experience as a software developer and DTD author immediately qualify him in the area of Debian packaging. Nor is it obvious to me that a lead upstream developer is the best candidate for maintaining the Debian packages -- sometimes yes, sometimes no.
