Debian stable package release version suffix



Hey!

While preparing my first few stable updates, I noticed that packages
in stable-proposed-updates use both `~debXuY` and `+debXuY` version
suffixes.

The Developer’s Reference
(https://www.debian.org/doc/manuals/developers-reference/pkgs.en.html#special-case-uploads-to-the-stable-and-oldstable-distributions)
says both forms are acceptable, but does not indicate which is
preferred.

In recent stable uploads I have used `+debXuY` but I wanted to check
whether the release team has a preference?

If there is a preferred form, it might be helpful if we clarify this
in the documentation for future uploads as it may cause confusion to
new developers (e.g. me).
