The `check-build` tool can be used to build and test different
programs in a temporary build directory. The programs are listed in
a TOML configuration file, along with the commands to build and
test them.

An early version of this tool is actually used within the Debian
packaging of libzstd - it is used both during the package build and
as an autopkgtest. It evolved a bit and it is time it got its own
package. I will maintain it within the Debian Python team.
