after seeing (and fixing) some of these bugs I have a question:

Is there a good reason why debhelper cannot set 
-DCMAKE_POLICY_VERSION_MINIMUM=3.5 by default?

In practice maintainers and people like me fixing RC bugs are now
blindly doing this (or bumping cmake_minimum_required) manually
in hundreds of packages.

I do not know whether this would fix all of the 1k RC CMake 4 bugs,
but I haven't seen a different FTBFS cause so far.[1]
