Note that commands may be run via other ways than a login shell.
For instance, /etc/anacrontab has
PATH=/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin
This is not consistent with the /etc/login.defs PATH.
