What advantage would the world have with just another mirror? Is it in
a unique place where other mirrors are hard to reach? Is it especially
fast?

I would not advise running a local mirror if keeping it current will
cause more traffic than people using it. Debian has ample hardware and
mirrors available. We do lack personpower in key positions and in
maintanence of key packages. Not enough people are doing the boring
gruntwork.

So you are not talking about a mirror, but a developer machine. That
sounds like a good idea, especially if your machine has something
"exotic" such as a non-mainstream architecture.

You need to pay close attention that people don't abuse your machine
to spam or crack. Unfortunately, many people cannot be trusted, and
handing out a shell is something that needs quite a lot of trust.

System Developers are also likely to need root access to their
development box, you wouldn't want to give that out on the host
itself, so you'd better think about providing VMs and/or containers.

All this should be a breeze for someone who plans to give out shell
access to more or less random people.
