Not quite. From the first answer to OP's original question by Jonas:

As by FHS [1] you should not place stuff in /usr/sbin even as a root user. That
directory is managed by your package manager (dpkg). The two packages mentioned
by Jonas solve that conundrum. For a discussion about that issue see this bug:
