It does not violate the Debian Policy, and it does not make the package
somehow unusable. The only practical difference is that a package
without "superficial" migrates quicker than without if the test passes.
For a package that is already in "testing" (and passes the tests), it
does not matter whether the "superficial" flag is set.
Therefore, I also don't see why a package in "testing" would get this
bug set to RC and requires a new upload. It should just be changed with
the next upload.
