AFAIK by default root is an alias for the first local user set up during
installation.  This at least was/is on the oldest Debian installation
upgraded and still running I have (and the same on jessie on my current
laptop) :

Given that local users are notified of new mail at a console login,
providing such notification at DE login would be a first step.
