I obviously wrote the wrong thing and I am sorry for creating that
misunderstanding.

Note, I did not intend to stop this thread on -devel.  I did intend to
inform Ian of the bug and the release team's view on it, since he
involved -release.

FTR, I am ready to consider unblock requests for "randomly FTBFS" bugs
for stretch on a case-by-case basis.
