Not to mention, building for upload isn't the only valid - or, AFAIK,
the only supported - reason to want to build in a given release.

Users of Debian - including both testing and stable - may want to
rebuild a given package themselves, perhaps with local modifications,
for use in the release which they are running; my understanding is that
this is considered something that's desirable to support, at least as a
matter of philosophy.
