No, it is not supposed to be supported.

Probably not.

This is a seldom used feature which may or may not work.

For this to be supported, we would probably need a high number of
people doing it as a "normal thing", because implementing a feature
for only 0,001% of people is usually not a good idea.

However, if a great number of people felt the need to downgrade their
systems this way, that would mean that either we completely failed at
writing the release notes, or we completely failed at making a stable
release, in which case supporting downgrades would probably be the
lesser of our problems.
