Opt out style recommends
See #819854 for a background.
Currently gitlab recommends letsencrypt, it means someone has to opt in for letsencrypt by running something like
apt-get install gitlab letsencrypt
But I would like letsencrypt to be available by default (postinst asks if they want to use letsencrypt, there is no way to install letsencrypt after that question).
So those who don't want it can run something like
apt-get install gitlab -letsencrypt
The other solution was something like dbconfig-no-thanks for letsencrypt (letsencrypt-no-thanks), but letsencrypt maintainers don't think its a good idea.
May be we could add a field like Optional, which will be like Depends unless removed manually.
