Well, the messages sent to this bugreport land in debian-devel, which
looks appropriate for this kind of discussions, IMHO. Be it a bugreport
or a simple message sent to the list, it doesn't look very different.

Once discussion happens and we have a clear idea on what is needed to
do, we will be able to describe a concrete plan or, aternatively, close
the bugreport because nothing is needed to do. The concrete plan could
be several bugreports files where appropriate, blocking this one.

We do already track discussions in bugreports (Tech-ctte issues for
example), even if the initial request might be very vague or quite
complicated.
