You might consider using rebootstrap[1]. Even though it is intended as a
QA tool, it can help you get these things done. Currently, it builds a
cross toolchain and some 100 packages that are part of the transitive
closure of build-essential. If you want to pursue that path, Simon
McVittie's mail applies, because using rebootstrap requires a Debian
architecture name.
Also note that python2.7 can be cross compiled on Debian. You don't even
need patches, it just works. (This doesn't apply to python3.4, which is
cross BD-uninstallable due to #779458.)
