right, the policy does not forbid it.
But policy is supposed to document current practice, current practice is
not to have trailing - in package names, so we could simply adjust
policy to this practice, forbid package names to end with anything but a
character, a number or +, and avoid any problems in the future.
(I don’t care too much either way, though.)
