I've noticed upgrade-time problems from what I think is this same issue,
for cases when one package depends on an exactly-equal version of
another package, and the other package got a +bX version bump but the
depending package didn't.

I don't know how common such situations are, but they do seem to occur,
and to be more than a visual glitch.
