the patch submitted to https://bugs.debian.org/666772 only affects the arch:all
packages that satisfy cross build dependencies - not the arch:all packages
satisfying other dependencies. Try to do:

    apt-get build-dep -ai386 --simulate build-essential

This will fail on Debian because of dh-python which is arch:all and m-a:none.
But it will succeed in Ubuntu.
